Job Description

Kungälv is an expanding municipality that is growing rapidly, and we are now looking for an operations manager to strengthen our Planning, Land, and Development unit.

As an operations manager, you will play a key role in driving development forward and creating conditions for a high-quality community-building process that strengthens the municipality's future.

We have all kinds of assignments - really large, small, simpler, complex, in coastal zones, in rural areas, in city centers, densification, transformation, and entirely new projects. You can look forward to great variety and exciting challenges!

We within Planning, Land, and Development in Kungälv are currently an ambitious, engaged, and cheerful team of about 30 people. The team consists of urban planners, community planners, comprehensive planners, as well as land and development engineers, landscape architects, and municipal ecologists. The team spirit is strong, and we all take responsibility for and contribute to delivering on our assignments while continuously developing professionally in various ways – and having fun while doing it!

We are looking for someone with several years of solid experience working as a land and development engineer who wants to take the next step and have the opportunity to shape their own role!

Responsibilities

As an operations manager, you will play a central role in coordinating and developing work related to land management and development issues. You will work to ensure and enhance the quality of processes and contribute to the strategic development of the organization. Your work will be in close collaboration with the unit manager, land and development engineers, and other key roles within the municipality. The role involves many internal collaboration forums and dialogues but may also include external contacts with both the public and the business community, as well as participation in political contexts to present and anchor work within the land and development area.

You also need to be good at taking your own initiatives and driving your tasks, where you both seek and share your knowledge. We place great importance on personal qualities.

In your role, you will among other things:

  • Lead and coordinate work within the land and development area regarding the municipality's management of undeveloped properties, including land leases, considering economic, legal, and technical aspects to ensure quality and efficiency in processes, as well as being responsible for business development of processes and routines, and represent the municipality in legal contexts.
  • Support land and development engineers in the preparation of various agreements, such as development agreements and land allocation agreements, as well as other implementation issues related to detailed planning work.
  • Support the unit manager in property-related matters.
  • Contribute to improving and optimizing routines and coordination between land and planning functions.
  • Ensure that land and development work aligns with the municipality's strategic goals and priorities.
  • Coordinate referrals related to land and development issues and contribute to effective communication and collaboration with other units within the municipality.
  • Act as a strategic link between planning and implementation of detailed plans.
  • Work on training and competence development for employees within the land and development area.
  • Drive and participate in projects within the community-building process.

Qualifications

  • Relevant higher education in surveying, community building, or a law degree with a focus on property law, or other education that we consider equivalent.
  • At least 10 years of experience working as a land and development engineer or surveyor within the municipality, state, or equivalent position in the private sector, of which at least 5 years as a development engineer.
  • A broad understanding of the municipal community-building process and the importance of representation and coordination.
  • Good insight into municipal development, community planning, and decision-making processes in a politically governed organization.
  • Experienced in negotiating and establishing agreements related to land allocations, development, as well as buying/selling real estate.
  • Ability to work strategically, coordinate, and support in land and development issues in detailed planning projects.
  • Ability to streamline work processes and drive quality and development work.
  • Experience with development calculations, property, and compensation issues.
  • Good understanding of the economic and legal conditions in municipal development activities.
  • High IT maturity and familiarity with administrative systems.
  • Driving license B.

Meritorious:

  • Experience or interest in resource planning and prioritizing projects within the land and development area.
  • Experience or interest in development work in a politically governed organization related to property management and development.
  • Education and very good knowledge and experience in one or more of the following areas: project management, development economics, property valuation, detailed planning processes, implementation issues, and contract law.
  • Experience in leading project groups, creating progress, and ensuring quality in land and development issues.
